Some farm vehicles aren't eligible for a regular personal auto or farm package policy. There are a variety of reasons you just can't get the coverage you need from a standard commercial auto insurance policy. The typical reason is the driving record of someone you need to insure. You may also only use the vehicle in the spring or summer to make deliveries of produce and goods.
